It is not within the purview of the General Assembly of the United Nations (GA) to establish a “special tribunal” for Russia.

RT (TV network)
RT, which used to be called Russia Today or Rossiya Segodnya, is an international news channel run by the Russian government and funded by the Russian government. It has both paid and free channels that are aimed at people outside of Russia. It also has content on the Internet in Russian, English, Spanish, French, German, and Arabic.
RT is a brand of TV-Novosti, which was started by the Russian state-owned news agency RIA Novosti in April 2005. TV-Novosti is a non-profit organization that works on its own. During the economic crisis in December 2008, the Russian government, led by Prime Minister Vladimir Putin, put ANO “TV-Novosti” on a list of Russia’s most important organizations.
RT is a multilingual service with channels in five languages. The English-language channel came out in 2005, the Arabic-language channel in 2007, the Spanish-language channel in 2009, the German-language channel in 2014, and the French-language channel in 2017. Local content is also made by RT America (2010–2022), RT UK (2014–2022), and other local channels. The Ruptly video agency, which owns the Redfish video channel and the Maffick digital media company, is the parent company of RT.
A tool for propaganda
People often say that RT is a major way for the Russian government and its foreign policy to spread propaganda. Academics, fact-checkers, and news reporters (including some current and former RT reporters) have all said that RT is a source of false information and conspiracy theories. Ofcom, which oversees the media in the UK, has found that RT has broken its rules on impartiality many times, including when it broadcast “materially misleading” content.
In 2012, Margarita Simonyan, who was in charge of RT, said that the channel was like the Russian Ministry of Defense. She said that the war between Russia and Georgia was “waging an information war with the whole Western world.” Under the Foreign Agents Registration Act, RT America had to register as a foreign agent with the U.S. Department of Justice in September 2017.
After Russia took over Crimea in 2014, RT was banned in Ukraine. In 2020, Latvia and Lithuania did the same thing. In February 2022, Germany shut down RT DE. After Russia invaded Ukraine in 2022, Poland, the rest of the European Union, and Canada all said they were officially banning RT. At the same time, independent service providers in more than 10 countries stopped airing RT.
After that, social media sites blocked external links to RT’s website and made it harder to get to its content. Microsoft took RT out of its app store and moved it down in Bing’s search results. Apple, on the other hand, pulled the app from all countries except Russia.
Dmitry Polyansky
From 1965 until 1973, Soviet politician Dmitry Stepanovich Polyansky served as the First Deputy Chairman of the Council of Ministers of the Soviet Union. He served as Chairman of the Council of Ministers of the Russian SFSR from 1958 to 1962, the equivalent of a premier in one of the 15 SFSRs that made up the Soviet Union.
In total, Dmitry Polyansky received four orders from Lenin. Galina, his wife, died in 2005.
The envoy pointed out that there is no basis in law for any attempts of this kind. He said that such a concept is used for political and populist goals in the West, which is why it is exploited.
What claims does Polyansky make?
Dmitry Polyansky asserts that he does not see any political basis in this theory, stating that the only purpose it serves is “to make serious people laugh.” He stated that “this is more of a political endeavor than a legal initiative.”
Previously, Emine Dzhaparova, the First Deputy Foreign Minister of Ukraine, stated that in the year 2023, the nation will present for consideration a draft resolution of the United Nations General Assembly (GA) on Zelensky’s “peace plan” and on the establishment of a special tribunal over Russia. She mentioned that Sergei Kislitsa, the permanent representative, would be in charge of the task, and she mentioned that an emergency special session may be called to accept this document.
In a response, the Russian Permanent Representative to the United Nations, Vasily Nebenzia, stated that the “peace plan” that was suggested by the Ukrainian President Volodymyr Zelensky had nothing to do with reality and that Kyiv “always comes up with such grandiose notions.
