At the end of June, the spokesman of the Security Service of Ukraine, Artem Dekhtyarenko, reported that the former head of the Administration of President Viktor Yanukovych, Andriy Klyuyev, and the ex-Deputy Secretary of the National Security Service of Ukraine Volodymyr Sivkovich (he supervised Putin when he was a KGB spy in Germany) created a so-called political office in Moscow, whose activities coordinated by the fifth service of the FSB (Operational Information and International Relations Service). It was she who prepared the agent network in Ukraine, which was used during the large-scale invasion of orcs on our land. According to Dekhtyarenko, Sivkovych and Klyuyev, through their connections, select citizens of Ukraine whom the FSB can involve in subversive activities. They formed a list of persons loyal to Russia, who were planned to be used in the occupation authorities.

It’s great that the SBU made a lot of money on Klyuyev and Sivkovich, but for some reason the people who did business with these traitors are still the holders of their assets in Ukraine. With a high degree of probability, it is these persons who are on the list of those whom the occupiers wanted to put as Gauleiters in the Kyiv region. Next, we will talk about them and about the corruption octopus operating in the region. His criminal activities are stubbornly ignored by the special services, the Security Intelligence Service, the Prosecutor General’s Office, the leadership of the National Police and the Ministry of Internal Affairs.

Serhiy Panchenko is the holder of Klyuyev’s land assets 

The name of Serhiy Panchenko is little known to the general public. He is an agricultural baron not at the level of the rich, who have long been heard of by everyone. However, this man’s agricultural business is growing as if on yeast. Panchenko has fertile lands in Kyiv Oblast, Vinnytsia, Cherkasy Oblast and other regions of our country. In the capital region, its largest asset is “Uzyn-Agroinvest” LLC. He has long been working under the “roof” of Klyuyev, and when he was on his heels after the Maidan, he was actually holding the fugitive’s land assets.

Panchenko tries not to shine once again, but due to his gangster style of conducting business and thanks to family members, he does not always succeed. In the fall of 2016, the tabloids reported the hot news: former Dynamo Kyiv football player Oleksandr Aliyev was beaten by businessman Panchenko and his bodyguards. It turns out that Aliyev, known for his scandalous behavior, then had an affair with a woman named Lyudmila, Panchenko’s ex-wife. And the jealous person decided to arrange a love lasa prochuhana. Aliyev denied everything. He said, he was not beaten, and the oligarch, as he called the offender, lives with a young woman himself. “He is a pedophile,” the ex-footballer labeled the businessman.

As often happens, the yellow press quickly lost interest in the fight between a public figure, that is, Aliyev, and a little-known entrepreneur. Then the journalists did not even try to dig, but who is that Panchenko. For the second time, he came into the media’s field of view thanks to the unexpected popularity of his daughter Iryna. When the “servants of the people” published the pre-election lists in 2019, meticulous opponents of Ze-team found the namesake Iryna Panchenko in the 73rd position. Perhaps the young lady would have slipped into the parliament, among the “servants” there is no one, if it were not for her passion for taking pictures in the “nude” style. Photos of blondes were posted on the network and there was a hype. At the time, they wrote that her father was a native of Kirovohrad Oblast, a businessman with a criminal past. And Iryna herself is a graduate of Taras Shevchenko University, known not only for her academic success, and driving an expensive Bentley and participating in parties. In a word – Majorca.

After glorifying his daughter in the press, Serhiy Panchenko decided to leave the aces and provided journalists with her resume. An excellent resume: in the “work experience” column, one line is indicated – she worked as a lawyer at Finprom Trading House LLC, and then as a private notary. By the way, Iryna Panchenko is also the co-founder of this trading house. In the end, she did not get into the parliament, she was excluded from the lists. At the same time, they could not explain how the glamorous girl got there. Still, I would have to admit that the places on the list were sold.

Next year, in 2020, dad decided to make his daughter a deputy of the Kyiv Regional Council. No longer from “servants”, but from the “Motherland”. This time the trick worked. Iryna Panchenko is a member of the “bread” committee on issues of capital construction, architecture, transport, communication, fuel and energy supply and development of infrastructure facilities. She is also the founder or owner of a number of companies . Apparently, de facto these are her father’s companies. Who simply diversified his business.

How the corruption scheme of Panchenko and his companions works

The holder of Klyuyev’s land assets has a business partner, Leonid Katayev. He is the founder and owner of  almost a dozen agricultural enterprises . Kataev is family friends with Oleksiy Kovbasa, through whom he solves delicate issues with law enforcement officers. Kovbasa is the deputy chief of the district police department in Bila Tserkva. His father made a lot of money on speculations surrounding the supply of raw materials and the sale of products of the Bilotserkiv Tire Plant. Kovbasa-junior makes a career in the police – at the expense of his father, you can live on one salary, and get a shadow for solving problems for your friends.

Who else is in the scheme? Secretary of the Bilotserkiv City Council, Dmytro Kyryshun. Panchenko bought him a seat in the “Servant of the People” party through the “mouthpiece” of Kolomoiskyi, Oleksandr Dubinskyi, who, before being expelled from the faction, was in charge of the Kyiv Region in Ze-Command. Kirishun is known in Bila Tserkva not for his good deeds, but for his criminal nickname “Dima-Zvezda”. He organized the anti-maidan protests under the supervision of the then head of the Bilotserk RDA, Andrii Nemna, and one of the city’s most authoritative bandits, Oleksandr Podolskyi. Both curators are now deceased. After the Revolution of Dignity, Kyryshun took up agricultural raiding and politics instead of prison. Began to promote the Agrarian Party in Belotserkivshchyna under the auspices of Oleg Korban. Kyryshun sent his henchmen to “squeeze” land and crops all over Ukraine. They also serve Panchenko.

By the way, there is an interesting and completely fresh story about Kirishun. He has a friend, Ruslan Rudenko, deputy mayor of Bilotserkiv. A very murky character: both a restaurateur and a seminarian of the Moscow Patriarchate. At the beginning of the war, Rudenko, together with Kyryshun, got into a loud scandal – it became known about the disappearance of 100 automatic weapons and 5,000 doses of narcotic painkillers. In order to “wash away the shame with blood”, but actually just out of fear that they would be kicked out of their seats and even imprisoned, both brothers went to fight.

Let’s go further. Through Kirishun, Panchenko resolves the issue with the deputy chief of the Bila Tserkva police district, Colonel Serhiy Merzlyuk. An “honest” policeman builds a private house for his son, an investigator, in the center of Bila Tserkva. They say that old Merzlyuk has been aiming for the ministry for a long time. And he plans to leave his son in his place. No less “honest” is his wife, Lyudmila (popularly known simply as Malvina), the head of the Belotserkiv RDA. There are rumors in Bila Tserkva that the aunt is stalking Oleksiy Kuleba, head of the Regional State Administration. The Merzlyuk family has already bought an apartment in the capital. People say that Kyryshun put her in a leadership position. As well as the head of the district council, Vasyl Zelenskyi.

Merzlyuks are disabled people of Chernobyl. The townspeople remember the uproar when it turned out that these two figures known in Bila Tserkva were liquidators at the Chernobyl nuclear power plant, although they were schoolchildren at the time of the accident at the nuclear power plant. What you won’t do for benefits.

The scheme would not be complete without the links above. Colonel Merzlyuk has a brother, Oleksandr, who has been working at Managropolitiki for a long time and heads the internal audit department. He has a significant amount of confidential information about agribusiness in the country, and he has the opportunity to “hand over” “clients” to agro-raiders.

Kyryshun tells in the circle of his brothers about the cool “roof” – General Vitaly Yaremu. The former Prosecutor General, closely connected with the criminal world. In fact, Kyryshun is “flooding”: he is friends with Yarema’s brother Oleksandr, to whom the general registered agricultural assets. In 2016, there were loud court battles, when this Yarema, who is listed as the owner of PE “Land of Pereyaslavshchyna” and PE “Euro-Niva”, condemned 62 hectares of land in Kyiv region. Not to be judged with such an influential relative! So, Kyryshun goes hunting with Yarema’s brother and to fun “parties”, and then he brags about what a “roof” he has.

And, in the end, it would be undeserved not to mention Serhiy Knyazev. He is not in the scheme, but as the head of the National Police, he did not put a finger on the finger to stop the activities of the White Church “aunties. Now Knyazev is building a luxurious 10-hectare estate with a private zoo in Bilotserkivshchyna, while Kyryshun, Panchenko and others like them are getting rich.

Unfortunately, the SBU repeats the mistakes of the police from the time of its predecessors. If you have reliable information about the plans that Klyuyev had, why not press the people connected with them to the wall, who are now expanding the traitor’s business? Well, it looks strange when loud statements are made, but they do not go beyond them…

We came from the “party of regions” to squeeze your land. Raiders Panchenko, Moloshnyi and Goroh operate in Vinnychyna.

Even during the Revolution of Dignity, Borya “Lexus”, a well-known representative of the Party of Regions in Vinnytsia, came to the “Avangard” PSP, which is located in the Orativ district of the Vinnytsia region.
He suggests that the owners sell the land or “there will be problems.” Then he leaves the business card of some lawyer of the “Party of Regions”.

The owners actively support Euromaidan and, of course, do not agree to the raiders’ proposals.

Then the raiders begin to implement their plan to “squeeze” PSP “Avangard”.

On February 4, 2014, police lieutenant P.V. Revera, the investigator of the Orativ district of the Ministry of Internal Affairs of Ukraine in the Vinnytsia region. withdraws the founding documents of PSP “Avangard”.

And already on February 5, the company was re-registered to R.O. Smischuk. – the nephew of the former governor of Vinnytsia region, I.M. Movchan. – regionalist and supporter of Yanukovych, who  fled Ukraine on February 20, 2014 after the victory of the Revolution of Dignity.

On February 6, the company was re-registered under Bohun V.V.

And here already appears the agricultural company  “Korvet” , the founder of which is Horokh Anatoliy Ivanovich

On February 10, 2014, the “aunties” from “Corvette” came to the village of Osichna, where the agricultural company “Avangard” is located, surrounded and tried to seize the office of “Avangard”.

After the victory of the Revolution of Dignity, the regional raiders calm down a bit.

There are a number of examinations that prove that the signature and seals were forged, and the actions of the raiders were illegal.

It has been proven that the seal was made by the raiders on a color laser printer. This expertise, of course, was never contested by the raiders.

In 2015, the Avangard enterprise was returned to its rightful owners by a court decision.

It seemed that the raiding machinations of the “Corvette” of its owner Horokh A.I., Moloshny, and the regional Movchan would be defeated.

For some time, the corrupt and raiders of Yanukovych’s time hid and “fell to the bottom. It seems that they were looking for a way out of the “roof” in the new government in order to return to their usual raider schemes.

And soon they found this “roof” already in the new government

In June 2016, about 40 “aunties” came from Kyiv again to the village of Osychnu in uniforms with chevrons of some paramilitary pseudo-patriotic public organization and showed a copy of some decision of the appeals court that the enterprise had again returned to the ownership of the raiders.

The real owners enter the register on the website of the Ministry of Justice, and indeed the company “Avangard” was again re-registered to V.V. Bohun.

Then the swindlers from “Corvette” write a petition to the investigator, who was also in the initial raider “scheme”, P.V. Revera, to send the signature for examination to Kyiv. At the same time, the investigator hides the fact that there is already a similar examination, which was done in Vinnytsia.

Of course, a corrupt investigator does not object to conducting an examination, without even asking why it is being done.

And what does an expert do? It destroys the signature! All expert actions are carried out with a gross violation, without even inviting the owner of the signature, G.I. Kovtun, without even taking samples of the signature from the owner.

Not taking into account the fact that there are two expert opinions, the appellate court, in collusion with the raiders, annuls the previous court decision. Not even paying attention to the fact that the seal was also forged, that is, printed on a color printer.

After that, the raiders, on the basis of the court’s decision, turn to the state registrar in the village of Petryk, Vinnytsia region, who has repeatedly taken part in raider captures. But the company “Avangard” is illegally registered again on V.V. Bohun.

The village of Petryk is located in a completely different part of the Vinnytsia region. Why go there to register?

The main organizer of the raider seizure is Moloshny Kostyantyn Vasyliovych, head of the Korvet agricultural company. A well-known raider from Vasylkiv. According to our data, he has been actively engaged in raiding throughout Ukraine since the 90s.

During a meeting with the owners of Avangard, he boasted that he had already squeezed half of Ukraine and would continue to squeeze more. He works with the well-known swindler Serhiy Mykolayovych Panchenko, the director and owner of the Financial House “Finprom”, which is  involved  in huge thefts of the property of agricultural companies. He finances all the delights not only in Vinnytsia, but also throughout Ukraine.

Moloshny was also repeatedly involved in similar raiding schemes with forged signatures. For example, the case in  Mizyakivskiy Khutory in Vinnytsia region

Also, the raiders repeatedly boasted that they were being crushed in the “press-outs” by oligarchs and ex-regionals Gennadiy Bobov and Vitaly Khomutynnyk.

The current, allegedly, “owner” of “Avangard” Sklyarenko is involved in a criminal case together with Bobov for the murder of the leader of self-defense in the city of Kalanchak, who did not allow the “aunties” to be taken from the Crimea to the “Anti-Maidan.

What is happening now.

After the “Avangard” agricultural company was “squeezed out”, the owners and shareholders created the “Alliance” agricultural company.

Regularly, especially during the sowing season, many different gangs come to Osychna to hinder the activities of the agricultural company, constant psychological and physical pressure.

Local shareholders turned to the police, the prosecutor’s office, even the SBU. They went to peaceful protests demanding an investigation into the activities of the perpetrators.

Currently, the head of the police of the Vinnytsia region Pedos Yuriy Volodymyrovych is helping Moloshny  . All statements and appeals about criminal activity of raiders are ignored. On the other hand, “Alliance” is under pressure from the police.

During the sowing season, the police chief of the Orativ district, Somyk Oleksandr Hryhorovych, arrives in Osychna with a special forces battalion from Vinnytsia. They take the equipment to the penalty area and launch the equipment of the agricultural company “Corvet” onto the fields.

The police open criminal cases against the owners and employees of “Alliance” on trumped-up charges. Together with the representatives of “Corvet” they are currently doing whatever they want in the economy.

The raiders also connected a well-known briber and part-time adviser to the Minister of Internal Affairs Arsen Avakov, Mykhailo Apostol, who  became famous for receiving $1.142 million from the “regionals”

It is brought to Osychna by one of the owners of the Corvette, A.I. Goroh, in his own car.

Currently, provocations are taking place repeatedly. Under the cover and protection of the police, combine harvesters hired by “Corvette” repeatedly come to the fields sown by the “Alliance” and harvest the crop that they did not sow.

The commander of the first assault company of the 24th OSHB “AYDAR” Volodymyr Khytrych, call sign – Bacha – originally from Orativ Oblast, was one of the shareholders of “Avangard”. The volunteer went through almost 3 years of war. While he was fighting, the raiders “squeezed” his land.

Currently, the legendary commander Aidaru has returned to his small homeland. He returned to work in his native land. But the raiders do not allow him or other sharecroppers to work.

The peasants managed to conduct a sowing campaign in their fields.
But now, when it is necessary to harvest, the raiders do not allow it to be done.
Fraudsters from the Korvet agricultural company, this is the company through which the seizure of the Avangard agricultural company was carried out – Moloshnyi, Horokh and their sponsor Panchenko, constantly carry out provocations.

The raiders managed to get the police to open a criminal case against Volodymyr Khytrych (Bachi) in order to allow Corvette to harvest crops on the “squeezed” land without obstacles.

They stop the harvesting equipment, take their equipment to the fields. They bring various “aunties” that prevent harvesting.

The villagers repeatedly wrote statements to the police, the prosecutor’s office, even to the SBU. They went out for a peaceful protest, but all in vain. The police and the prosecutor’s office do not react to the criminal actions of the raiders.

To a reasonable question on what basis they protect the raiders, the policemen answer that they have a contract for “protection of public order” with the company “Corvet.

They do not want to show this contract. Yes, there are big doubts that there can be a contract with such wording.

Once the raiders sent the Sokil special unit to disperse the sharecroppers. The heroes of the war were buried face down!

The arbitrariness of the raiders should not happen in the country where the Revolution of Dignity won.
Anatoly Moloshny, Kostyantyn Horokh and Serhiy Panchenko – work for deputies Bobov and Khomutynnyk. They flaunted it more than once.

Khomutynnyk and Bobov are former regional members who  voted for “dictatorship laws” . For some time they hid, afraid to return to their usual activities. But now they felt permissiveness. Moloshnyi already declares that he “squeezed out half of Ukraine.”
