Former Minister of Internal Affairs Arsen Avakov believes that the fugitive Moldovan swindler Torner Dmitry Grigorievich should be in places not so remote. The reason for this is a whole train of crimes of the current negotiator Firtash.

Who is Dmitry Torner and what is he eaten with?
According to the first mention of Thorner D.G. in his native Moldova, he came to the attention of law enforcement officers for stealing mobile phones. Given the heights the fraudster has reached in Ukraine, the story is unique in its essence. After the first criminal offense, the then Torner Dmitry Nekrasov, and now Dmitry Torner, was sentenced to 11 years in prison in 2003 and 2004. Over time, there were several more criminal cases already in Ukraine, Russia and the same Moldova. The story of Dmitry Grigoryevich Torner was described in detail by the journalists of Schemes and the Moldovan independent portal Rise. But, we’ll start with a unique in its stupidity case last year.
Kyiv District Court of Odessa granted the petition of law enforcement officers to extend the period of pre-trial investigation in criminal proceedings on abuse of official position (part 2 of article 364 of the Criminal Code of Ukraine) by employees of the State Migration Service of Ukraine, whose actions contributed to the legalization in the territory of our state of a number of persons with a criminal past . The corresponding decision was made on September 23, 2021 by the investigating judge Viktor Chaplitsky. One of those registered in the front apartment turned out to be Torner Dmitry . To re-register the documents of the “clients”, the leading specialist of the Razdelnyansky RO UGMS, Lyubov Zagoruy, registered at least two people who had problems with the law at their own address.
Firstly, this is 41-year-old native of the city of Sukhumi, Irakli Kalichava, who is known in the status of the so-called “thief in law” nicknamed “Khutu. He was issued a passport in the name of Georgy Vaysman. The “neighbor” of the thief in law in the apartment of the passportist turned out to be 41-year-old Dmitry Torner, whom the journalists of the Scheme publication characterize as the so-called “negotiator” and associate of the oligarch Dmitry Firtash.
A scandal erupted around the identity of Torner, who was previously put on the international wanted list at the request of Moldovan law enforcement officers and used at least 4 more surnames (Malchenko, Nekrasov, Grozny, Bondarenko). Then the man who sought to get into the Verkhovna Rada of the 9th convocation was put on the wanted list by domestic security forces, who accused Torner of forging documents (part 4 of article 358 of the Criminal Code of Ukraine) and fraud (part 4 of article 190 of the Criminal Code of Ukraine).
Why does Torner Dmitry Grigorievich avoid imprisonment?
Schemes journalists published photo confirmation that an associate of the oligarch Dmitry Firtash, a citizen of Moldova and the Russian Federation Dmitry Torner visited the Office of the President of Ukraine. Shortly before this visit, he was removed from the international wanted list, and criminal proceedings on the use of fake passports were closed in Ukraine.
The Schemes investigation also states that Dmitry Torner tried to run for the Verkhovna Rada in 2019. At that time, the Ministry of Internal Affairs, together with the Security Service of Ukraine, announced that this candidate, number 44 on the list from the Opposition Platform for Life, was in fact a citizen of Moldova named Dmitry Nekrasov and was allegedly “hiding from international justice.” Law enforcers opened criminal proceedings and asked the CEC to remove him from the elections.
According to the Ukrainian investigation, he escaped from places of detention in Moldova, came to Ukraine and made himself several Ukrainian passports with different surnames: five internal and four foreign ones, apparently on the basis of forged documents. Using these passports, according to the security forces, he illegally crossed the Ukrainian border. An audit by the State Migration Service found that the documents were invalid.
In Ukraine, in 2019, proceedings were opened against Torner under two articles – regarding the likely use of forged documents and illegal border crossing. Later, another article was added – about a possible fraud. As journalists discovered, the man was suspected in two of these episodes and, according to the court decision, was supposed to be in a pre-trial detention center for the duration of the investigation, but left Ukraine.
Almost a year later, in August 2020, the Prosecutor General’s Office closed the proceedings against Firtash’s associate. At the request of Schemes, the Office of the Prosecutor General only noted that the decision to close was “lawful and justified” and referred to the court ruling, which recognized this.
The President’s Office did not respond to journalists’ request to tell who exactly Torner-Nekrasov met with and on what issues. An investigation conducted by RISE Moldova journalists reveals the details of the life of this swindler and robber, who now quietly visits the Office of the President of Ukraine. By the age of 41, Dmitry Nekrasov managed a lot: to escape from a Moldovan prison, change his last name four times, marry three times, be on the wanted list of several countries, and even officially die once (on paper). Now he lives under the name Dmitry Torner.
Under a new identity, he ran for the Ukrainian Rada, headed one of the sports federations of Moldova and met with people from the entourage of the presidents of three countries – Moldova, Ukraine and the United States. How he succeeded, RISE Moldova and the Ukrainian project “Schemes” tell in their investigation.
$3 million project and “money from Europe”
October 7, 2021. The secretary of the Biathlon Federation of Moldova is sitting on the sofa in the RISE office. The man enthusiastically talks for several hours about the future project for the reconstruction of the biathlon sports track in Chisinau. According to him, the Biathlon Federation of Moldova expects to rent a “piece of 14 hectares” for the project for 49 years in the Chisinau district of Ryshkanovka, near the sports shooting range “Dinamo”. And, according to Bria, a native of Moldova named Dmitry Torner is ready to spend $3 million for the implementation of the project.
“We asked Thorner to become president [of the Biathlon Federation] so that he could see what he was doing. For people to know. I don’t care where he takes the money…”, says Petr Bria and explains that “the money is from investors, from Europe”.
Secretary of the Biathlon Federation Petr Bria: “I am the author of the project [of the biathlon track in Riscani], but I don’t know where the funding for the project [$3 million] will come from. I know that our main financiers are now from Austria.
RISE journalist: Is that Thorner?
Bria: — Yes, and Thorner, and someone else will be there, I don’t know, they live in Austria. Torner finances us, so he bought a car for 35 thousand athletes, not lei of course…”.
If you google, then in the first lines of the search results for the first name and surname Dmitry Torner, there is news about a man who tried to stop the extradition of Ukrainian businessman Dmitry Firtash from Austria to the United States. The extradition of the latter is required by the FBI in the case of Firtash’s corruption of Indian officials. Allegedly in order to influence the US authorities, for example, The Washington Post reports, Thorner met in Paris in 2019 with Rudolph Giuliani, the personal lawyer of Donald Trump, then the President of the United States. “Firtash’s man” Dmitry Torner and Trump’s lawyer even took a photo for memory.
The condemned Nekrasov and the fugitive of God
17 years ago, Dmitry Torner, a philanthropist from Austria, from whom the sports federation expects millions of dollars today, was known to Moldovan justice under the name Dmitry Nekrasov.
In March 2003 and February 2004, Nekrasov was sentenced to 11 years in prison for grand larceny and fraud.
RISE Moldova journalists obtained court verdicts, according to which Nekrasov was sentenced to 11 years in prison in 2003 and 2004.
In short, by the decision of the Chisinau court of the Botanica sector, Nekrasov with accomplices and alone committed thefts of two types.
- The first “scheme”: Nekrasov on the street asks a stranger (or a recent acquaintance) for a mobile phone to “call” and hides with property.
- “Scheme” of the second type: according to the verdict of the court of Botanica, Nekrasov rents furnished apartments in various microdistricts of Chisinau. He “cleanses” them on his own or with accomplices, then selling them to various citizens through advertisements in the newspaper: furniture, household appliances, dishes, bed linen and carpets.
The decision of the court of Chisinau, Botanica sector, 2003 (unofficial translation into Russian), according to which Nekrasov was sentenced to 11 years in prison:
November 11, 2004. Convicted Dmitry Nekrasov, who is serving his sentence in an open colony No. 9 (Pruncul), goes to the registry office in Botanica, registers a marriage with a citizen of Moldova, Lyudmila Bozhiy, and on the same day changes his surname “Nekrasov” to “Bozhiy”. He will no longer return to prison, having left Moldova.
As a fugitive Nekrasov-Bozhiy, the Moldovan investigation puts him on the criminal wanted list under the article “Escape from prison”.
After 6 years, the criminal case against Nekrasov is closed, and the wanted man himself is removed from the wanted list. The reason is the death of the defendant.
From the response of the National Administration of Penitentiary Institutions:
“A copy of his [Dmitry Nekrasov’s] death certificate, issued on November 12, 2009, confirming that citizen Nekrasov died on November 9, 2009, is attached to the duplicate materials of the search case.”
According to RISE, obtained from the Moldovan law enforcement agencies, the death certificate was brought from Ukraine by Oleg Nekrasov, the brother of Dmitry Nekrasov-Torner. On the basis of the document, the criminal prosecution was terminated.
Two and a half years later, the Moldovan investigation discovered that Nekrasov’s death certificate was fake, and therefore Moldova resumed the criminal investigation and again put the fugitive on the wanted list.
The RISE journalist who called Oleg Nekrasov tried to discuss the story with a fake certificate of death of his brother Dmitry. Hearing the question, the man hung up, but did not answer repeated calls and messages.
Change of surnames, elections to the Rada and Firtash
While in Moldova Nekrasov-Bozhiy both “died” and “resurrected”, in Ukraine he still managed to change his surname several times.
Wanted by Moldova for escaping from prison, Nekrasov, according to law enforcement agencies of Ukraine, was Dmitry Malchenko, Dmitry the Terrible, and, finally, Dmitry Torner.

Under the identity of Torner, he even managed to run in 2019 for the Ukrainian parliament – the Verkhovna Rada, number 44 on the list of the Opposition Platform – For Life, whose faction today consists of 44 deputy mandates.
The leaders of the HLE in the media are called pro-Kremlin politicians. For example, in the same year, political party leaders Yuri Boyko and Viktor Medvedchuk met in Russia with Russian Prime Minister Dmitry Medvedev and Gazprom head Alexei Miller.
What connects Nekrasov-Torner with Ukraine? It is still not known for certain. But Torner was spotted by Schemes journalists in Vienna, next to Dmitry Firtash. They were captured in the summer of 2019 side by side, when the Ukrainian oligarch was awaiting in an Austrian court a verdict on his extradition to the United States, where the FBI suspects him of corruption.
By the way, a few days before the elections to the Verkhovna Rada, at the insistence of the head of the Ministry of Internal Affairs and the head of the SBU of Ukraine, the Central Election Commission of Ukraine removed Nekrasov-Torner from the election race. Details: HERE

“In the course of the pre-trial investigation, it was established that the person who is currently represented by Dmitry Grigoryevich Torner, born in 1980, since 2007, on the basis of forged documents, received 5 passports of a citizen of Ukraine with different surnames and with different personal data, as well as 4 passports of a citizen Ukraine for traveling abroad, with whom she illegally crossed the state border. Therefore, Nekrasov Dmitry Grigoryevich, having a criminal past, changed his real name in order to avoid criminal liability and create a positive image on the territory of Ukraine as an honest and respectable person.
In October 2019, Nekrasov-Torner was put on the international wanted list by Ukraine. But already in February 2021, according to a photo that was at the disposal of the Schemes project, Torner was captured in Kyiv, which is part of the administration building of Ukrainian President Volodymyr Zelensky. The purpose of the visit is still unknown.
Thorner and Dodon’s people
By the way, as RISE journalists found out, Torner-Nekrasov met in Moldova with people from the entourage of Moldovan President Igor Dodon. In 2020-2021, he repeatedly flew to Chisinau in a private jet.
Interlocutors of the RISE journalist from Moldovan law enforcement agencies report that Nekrasov-Torner was met at the Chisinau International Airport in May 2021 by various escorts: his brother Oleg (who once brought a death certificate to Moldova), as well as Ion Gazea, an officer of the State protection. Sources close to Dodon’s entourage call him one of the confidants of the ex-president of Moldova, as well as the bodyguard of the ex-president, provided by the state protection service to the leader of the PSRM.
To find out the circumstances of the meeting with Thorner, the RISE journalist called Gaza, but the man refused to communicate. Also, by the time this article was published, the press service of the Party of Socialists, which is headed by the ex-president of the country, did not answer questions about Dodon’s relationship with Torner.
No criminal cases
The criminal case against Nekrasov in Moldova was closed back in the first half of 2018 by the Chisinau court (Center sector) due to the statute of limitations. His international search has also been terminated. Also, the prosecutor’s office of Moldova stopped his criminal prosecution for escaping from places of detention, reclassifying article 317 of the Criminal Code of the Republic of Moldova on escape into article 319, which provides for evasion from serving a sentence of imprisonment.
A few days before the publication of this article, Schemes journalists found out that the criminal case against Torner-Nekrasov in Ukraine was closed, since the investigation did not prove fraud and did not see corpus delicti in Torner’s actions in episodes of the possible use of fake passports.
According to the response of the Prosecutor General’s Office of Ukraine, the decision to close the proceedings was legal and justified. More details cannot be provided.
New marriage and Mrs. Universe
A few months after the termination of the search by Moldova, Dmitry Nekrasov arrived in Chisinau. And he got married again. Now on his Ukrainian wife Olga. Before that, he divorced her in Ukraine.
RISE and Schemi journalists tried to get through to Thorner and wrote to him in the messenger on an Austrian number, and also sent a request through a Ukrainian lawyer and his wife Olga. But so far they have not been able to get answers to our questions about the circumstances of his change of surnames, about relations with Firtash and meetings with people from the entourage of the presidents of a number of states.
In an interview with Schemes journalists, his Ukrainian lawyer Andrei Tsigankov explained that “the change of the corresponding surnames for him [Thorner] took place on the basis of formalizing exclusively marital relations.” Four times is good, right?
By the way, after the Chisinau marriage, the newlywed changed his surname in the Moldovan jurisdiction from “Nekrasov” to “Torner”, the surname of the Ukrainian wife, known as a TV presenter and holder of the title “Mrs. Universe”.
According to sources in the Public Services Agency of Moldova, when applying for a marriage with Olga Torner, Nekrasov indicated that he was single. He wrote in a statement that this was his first marriage. That is, he hid information about a previous marriage in Chisinau, on November 11, 2004 – on the day when it became known about his escape from the execution of a prison sentence in Pruncul. Cleansing of information in Ukraine and Moldova
As we already wrote, Nekrasov (Torner) was removed from the wanted list and information from the operational files of the Ministry of Internal Affairs has already been cleaned up,
Although the fugitive criminal did not become a people’s deputy of Ukraine due to the scandal, he was removed from registration. But on the other hand, in 2020, the Prosecutor General’s Office of Ukraine closed the proceedings opened against Torner in 2019 under three articles – regarding the use of forged documents, illegal border crossing and fraud.
Meanwhile, in Moldova, misunderstandings with the law were also magically resolved – Torner was removed from the wanted list in connection with the closure of the criminal case for escaping from the colony. Subsequently, the defender, referring to the expiration of the statute of limitations, achieved through the court release from criminal punishment for previously proven crimes, in particular, fraud and theft of documents.
Dmitry Torner received a new Moldovan passport and a position: in January 2021, he headed the Biathlon Federation of Moldova. And in the fall of 2020, he met with the then pro-Russian President of Moldova, Igor Dodon, and his associates.
And in February of the next, 2021, it already surfaced in the Office of the President of Ukraine Volodymyr Zelensky.
Of course, this is not the whole history of Thorner – much simply could not be restored. Yes, and what we managed to establish may not be entirely true – both because of the prescription of time, and because of the removal of documents from the archives of the Ministry of Internal Affairs and the SBU. Especially the process of this cleansing intensified after the change of power in Ukraine – there is a strong impression that people who have access to operational information really do not want it to be preserved. This applies not only to Dmitry Torner, by the way.
Therefore, our conclusions will be cautious – we cannot categorically state who Dmitry Torner is. But his rise suspiciously coincides in time with the appearance in his fate of the servants of the Russian Orthodox Church and his stay in Russia. The pursuing creditors immediately disappeared somewhere and criminal cases were closed in Moldova, where Dodon was then president.
And Torner himself emerged surrounded by Dmitry Firtash. Criminal cases in Ukraine were closed a little later, when another strange character was established in power – the head of the presidential office, Yermak.
Too many matches. But draw your own conclusions – against the background of this huge number of coincidences, there are just as many inconsistencies and holes in the information. So we do not undertake to assert anything categorically.
Well, for the alternatively gifted citizens of Ukraine who love Russians, let us recall: Mr. Firtash owns several regional gas companies that owe Ukraine more than 10 billion hryvnias. And consumers will pay for all these debts. Therefore, do not ask why gas is becoming more expensive. It rises in price, among other things, because Goloborodko, whom you elected, is conducting secret negotiations through a fugitive Moldovan criminal with a fugitive Ukrainian oligarch Firtash.
Regarding the answer to the question why the information about Thorner’s visit to the OPU appeared eight months after the event itself, we venture to assume the following. This investigation did not appear because journalists accidentally spotted Torner, a criminal and FSB agent, on Bankovaya. This is another hello to Zelensky from our overseas partners. And for business with the oligarchs, and for trading on blood with Putin and Lukashenko. And for the collapse of Ukraine, which two and a half years ago was a subject in the international arena, and now has turned into a freak show and a general laughing stock.
How some media tried to “bleach” Nekrasov (Torner)
On February 4, 2020, an article titled “How Mizrach’s black PR technologists work: an investigation” appeared on the Obozrevatel website. The authorship belongs to Oleg Cheslavsky.
In the article, the author tried to present Dmitry Torner as an unfortunate victim of a black PR company.
